The Town of Lochbuie is a Statutory Town. The Town consists of one (1) elected Mayor and six (6) Town Board Trustees.

  • Mayor: Elected to a 4-year term
  • Trustee: Elected to a 4-year term

The Town Board typically meets twice per month to conduct town business.

Town business includes the introduction and passage of Town Ordinances and Resolutions for the preservation of the public health, safety, and welfare of the citizens.

Public Works Department currently has four full-time employees.

Water

The City of Drupalville is pleased to provide you with this year’s Drinking Water Quality Report. We want to keep you informed about the water and services provided to our customers during the current year. Reports from prior years are also available for review.

The Community Development Department is responsible for:

  • Current and Long-Range Planning
  • Land Use
  • Building Permits and Inspections
  • Economic Development
  • Business Licensing
  • Contractor Licensing 

 

The Lochbuie Municipal Court has jurisdiction of certain offenses committed within the town limits including: 

  • Traffic infractions
  • Parking violations
  • All violations of town ordinances related to zoning, building codes, animals and more

Court is held monthly at the Lochbuie Town Hall at 8:30 AM. Please check your court date prior to arrival.

In the best interest of the community and our resident's health the following changes are effective immediately:

We accept cash, check, money orders, MasterCard, Visa and Discover.

Payment Options

Court fines, costs and restitution are expected to be paid in full immediately following your appearance on the day of court. The Court does offer a 30-60 day Stay of Fines (a payment extension plan) which includes an additional $20.00 fee. If payment in full is not made within 30-60 days, a mandatory court appearance is ordered.

  • Proper identification (driver's license, Colorado ID, passport)
  • Proof of your current address
  • Your copy of the citation (if applicable)
  • Appearance letter and/or court documents
  • Any receipts regarding your case (i.e., bond receipts, cash bail receipts, etc.)
  • Any documents which prove compliance with the judge's orders and/or sentencing
  • Method of payment (cash, credit or debit card, checkbook)
What you should know:

    If you have asked for a non-jury trial and you have questions regarding this trial you may contact the Municipal Court clerk at (303) 990-5784.

    Self Representation

    If you are representing yourself and have not retained an attorney, please inform the court of any address changes, phone number changes, or other information that may be necessary to keep you informed of your trial's status.

    Subpoenas

    A subpoena is a court order that requires a person to appear in court to give testimony or to present documents and related articles to be produced as evidence at a hearing. A process server or officer will serve a witness personally with a subpoena. The city attorney may also ask a witness to appear voluntarily without serving a subpoena.

    If you have received a subpoena, follow the instructions on it. Failing to appear on a subpoena is considered contempt of court and a warrant may be issued for your arrest. 

    Utility Services

    The Town of Lochbuie provides water, sewer and trash services to all Lochbuie residents.

    If you have any questions regarding your trash or recycling collection service, please view the Trash Serivce page or contact Republic at (303) 286-1200.

    For Water Emergencies occurring during office after hours, weekends, or holidays, please call the Public Works After Hours number (303) 990-5327. 

    Water Division

    Responsible for the operation of our Reverse Osmosis water treatment facility to comply with all the Federal Safe Drinking Water Standards, State and EPA regulations. They are responsible for the water mains, fire hydrants, valves, and water meters.

     

    The Town of Lochbuie was incorporated in 1974 in both Weld County and Adams County. 

    Along the Weld-Adams County line Gordon McClain owned land next to Interstate 80 South and in 1961 developed a 12-acre mobile home subdivision. It was named Spacious Living, nicknamed Space City. In 1974, to be able to improve their water and sewer systems, residents voted to incorporate, naming their new town Lochbuie. McClain's grandparents' ancestral home was Lochbuie, Isle of Mull, Scotland. In Scottish-Gaelic the spelling would be Locha Buidhe, meaning Lake of the Fair-haired Clan.

    Services

    The Planning and Zoning Division performs a variety of services intended to protect, maintain, and develop an attractive, safe, and healthy environment. Primary functions address property development and land use activities occurring in the town.

    Responsibilities

    The Planning and Zoning Division provides direction and leadership in implementing the goals, objectives, and policies of the town as adopted by the Board of Trustees.

      New Businesses

    Before opening up your doors for business, you will need to obtain a Business License to operate in the Town of
    Lochbuie.

    In 2023, the Brighton and Commerce City Police Department's Victim Services Unit expanded to begin serving residents of Lochbuie and Fort Lupton. The unit received a brand-new name, the Brighton Office for Victim Assistance, otherwise known as BOVA. 

    The Brighton Office for Victim Assistance is administrated out of the Brighton Police Department, 3401 E Bromley Ln, Brighton, CO 80601. However, the staff is located at the Commerce City Police Department.

    During bad weather, the Town of Lochbuie periodically goes on accident alert.

    Animal Control

    The Community Service Officer (CSO) is responsible for complaints and calls within the town limits.  

    If there is an emergency regardless of time, please contact 911.

    Lost and found animals are housed at the Riverdale Animal Shelter

    The Police Department brings all stray dogs to the following animal shelter:

    Pet owners in Lochbuie are required to keep their pet in a fence or on a leash at all times.

    To report a stray or wild animal, please contact the Lochbuie Police Department at (303) 659-1395 and be ready to provide:

    Dog owners are required by ordinance to have their dogs licensed. (Cats are not required to be licensed).

    Dog licenses are available for purchase at Lochbuie Town Hall, 703 Weld County Road 37, Monday - Thursday 7:00 AM -06:00 PM.

    Owners must provide proof of vaccination from a licensed veterinarian and pay one of the following licensing fees annually:

    Ride-Along Program
    Responsibilities

    The Patrol Division is responsible for responding to calls for service throughout the Town of Lochbuie. 

    The Lochbuie community is protected by a compliment of eleven full-time officers and three reserve officers who provide service 24 hours a day.

    Support staff is made up of three civilian employees which include a Records Clerk, Code Enforcement Officer and an Evidence Technician.

     

    The Ride-Along Program allows you the opportunity to experience what a typical day is like for a Lochbuie Police Officer.

    Chief McCoy

    Tracey McCoy has been the Chief of Police for the department since February 2012.

    Chief McCoy earned his Master of Public Administration through the University of Colorado School of Public Affairs and a Bachelors of Science in Criminal Justice Administration from Bellevue University. He is also a graduate of the Northwestern University School of Police Staff and Command, SPSC-216.

    The Parks Division of our Public Works Department is responsible for the upkeep and maintenance of the Town's parks, open space, and trails.

    Responsible for street and drainage maintenance which includes street sweeping, pothole repair, snow removal, and storm drainage system.

    The Wastewater Division is responsible for the operation of the wastewater treatment plant and compliance with all State and EPA regulations. It is responsible for the lines carrying sewage to the plant for treatment which includes mains, manholes, sewer taps and sewer back-up problems.

      Building Department

    The Town of Lochbuie Building Department assists homeowners, builders and developers in the completion and filing of required documentation during the processing, issuance, and finalization of building permits. The Town contracts with SAFEbuilt for building department services. 

     

    The Finance Department is responsible for the financial activities of the Town.

    Budget

    The Town of Lochbuie budget is a financial plan for the Town’s annual operations. The annual budget is a balanced budget, meaning planned expenditures do not exceed the total of revenues plus other available funds, such as fund balances.

    Each annual budget addresses key initiatives and goals laid out by the Board of Trustees to achieve a high level of service to the residents of Lochbuie.

    The Lochbuie Newsletter is the official newsletter for the town and is issued monthly.

    The Town Clerk is an officer appointed by the Town Board, responsible for a variety of functions within the town. The Town Clerk's Office provides customer service to citizens, elected officials, and staff in the form of information, ordinances, resolutions, minutes and record keeping.

    The Town Clerk's Office is responsible for the following areas: 

    Town elections are held in November of even-numbered years and are coordinated and administered by Adams County and Weld County. Coordinated elections include those for Mayor and Town Board, possible ballot questions, and advisory questions. 

    Town Board may also call a special election, if deemed necessary, by ordinance for any Tuesday outside of certain parameters of proximity to a regularly scheduled election.

    The Town Clerk is the official custodian of all public records, except criminal justice records. 

    The Town Clerk's Office is responsible for public records and other information, including all resolutions and ordinances that are adopted by the Town Board. 

    Requesting Records & Historical Information

    Records and information can be requested by submitting an Open Records Request Form to the Town Clerk to initiate a request for public records.

    The Human Resources Department is responsible for advertising open positions, interviewing, hiring, new employee orientations, administration of benefits, updating and maintaining employee files, management of the Town's general liability and worker's compensation insurance policies, and ensuring the town is in compliance with all federal and state employment laws. 

    The Town strives to employ a diverse workforce of talented professionals working hard to make this municipal government run effectively and efficiently. 

    Functions

    The primary functions of Code Enforcement are:

    Material that could be considered a health or safety issue may not accumulate on a property.

    Types of material include trash, litter, debris, or junk, such as:

    The Town Administrator is selected by the Board of Trustees to efficiently administer all departments, resources, and employees of the Town. 

    The Town Administrator shall also recommend an annual operating budget for adoption by the Board of Trustees and administer the budget as finally adopted. The Administrator may also recommend to the Board the adoption of any measure which the Administrator deems necessary for the protection of the health, safety, and welfare of the community.

    Public Information

    The Public Information Officer is the primary source of all official forms of public communications including news releases, brochures, social media, and newsletters.

    The Lochbuie Police Department has current openings for Reserve Officers.

    This is a volunteer program and all Reserves must be prepared to supply all of their own equipment and uniforms.

    PURPOSE

    The purpose of this policy is to generally describe the duties of a Reserve Officer.

    Ramey Environmental Compliance

    The Town of Lochbuie is pleased to present you with this year's water quality report.

    The purpose for the formation of the Lochbuie Sewer Board is to establish a governing body for the Lochbuie Regional Wastewater Treatment Plant that implements the provisions of the First Amended and Restated Beebe Draw Wastewater Service Agreement, dated August 14, 2009 ("2009 WSA").

    Criminal Justice Records

    Some law enforcement records are available for public inspection, such as traffic accident reports and some criminal case reports. To request a copy of a report, come to the Police Department (located at Lochbuie Town Hall) and complete & submit the request form.

    Please note, with some case reports they may not be complete or available for immediate release.  Our Records Department will make every effort to fulfill your request in a timely manner.

    SUMMARY OF DUTIES:

    Perform operation of all heavy equipment such as tandem axle trucks, single axle trucks, jet/vactor trucks, anti-icing flusher trucks, patch trucks, air compressors, forklifts, skid steers, loaders, graders, grinders, sealers, gradalls, backhoes, tractors, chippers, rollers, snow plows and sanders, and street sweepers.  Light power-driven vehicles such as pickup trucks, vans, and autos and power and hand tools including jackhammers, concrete saws, drills, trowels, floats, rakes, shovels, mowers, weed-eaters, and brooms.

    Comprehensive Annual Financial Reports

    State of Colorado law requires all general-purpose local governments publish, within six months of the close of each fiscal year, a complete set of financial statements presented in conformity with generally accepted accounting principles in the United States.

    Comprehensive Annual Financial Reports (CAFRs) are produced to provide the Board of Trustees, residents, bondholders, and the general public with useful information about the Town’s operations and financial position.

    Roundabout Phase 1 Traffic Map

    The Town of Lochbuie is beginning construction this week on a roundabout at the CR 2/CR 37 intersection. Construction is anticipated to last through the end of the year. The I-76 West Frontage Road will be closed south of CR 2 for the duration of the project, with a detour in place using the East Frontage Road. CR 2 and CR 37 will be open throughout the project. Further information on construction traffic impacts are shown on the map.

    The CR 2 Project will resume tomorrow February 25, 2020. For the next five (5) weeks there will be changes in traffic circulation. Please see the map below for more information.

    Concern about the coronavirus causing COVID-19 is understandable and appropriate. The Town and its partners are closely monitoring the rapidly evolving situation. The Town of Lochbuie would like to reassure our community that we are continuing to closely monitor Coronavirus (COVID-19) and taking steps to keep our community and staff safe.

    The Town of Lochbuie Police Department is conducting research into the feasibility of the Tesla Models 3 and Y for their use as a patrol vehicle.

A building permit is also required to erect, install, enlarge, alter, repair, remove, convert or replace any electrical, gas, mechanical or plumbing system or cause any such work to be done.     The town will be performing water line repair on Locust Ave on 4/14/2022. Residents will be without water during this repair. Repairs will begin at 9 am and may last a couple of hours. As soon as water is restored, please make sure to bleed the air out of the water lines by opening the faucets and flushing the toilets in the house.

    County Road 2 Construction Update

    County Road 2 Construction Update

    CR 2, also know as 168th Avenue,  straddles the boundary between the City of Brighton and the Town of Lochbuie.  Residential subdivision developers on both sides of the road are responsible for widening the road to four lanes between 50th Avenue and 60th Avenue.  Construction was to begin several months ago when a natural gas main was discovered within the area to be disturbed for the widening.

    The town will be performing a water line repair on Zante St on 12/7/2023. Residents will be without water during this repair. Repairs will begin at 8:00 a.m. and may last a couple of hours. As soon as water is restored, please make sure to bleed the air out of the water lines by opening the faucets and flushing the toilets in the house.

    2023 Sewer Collection

    The Arvada crew will start the 2023 sewer collection cleaning and televising maintenance program starting next Monday, January 9th. The program will take about three weeks to finish. We’ll be doing Zone B this year (everything in RED).

    Effective January 2023, the Lochbuie Police Department has a new Victim Advocate Service Unit that will be serving Lochbuie residents. Prior victim services were provided by Weld County Victim Advocates. The department has partnered with the Brighton Office for Victim Assistance, otherwise known as BOVA. This Victim Service Unit will provide service to victims in Brighton, Commerce City, Lochbuie, and Ft Lupton

    What is College For Kids?

    It’s a four-day experience where children participate in a variety of engaging and educational activities at Aims Community College on June 5-8.  The local town governments of Hudson, Keenesburg and Lochbuie have generously committed to covering the costs of the program for Re-3J students so that the opportunity is available to all.

    Construction begins March 24th on Eastbound Weld County Road 2/E 168th Avenue. The road will be widened from Wagon Trail Avenue to King Street. The construction of the Eastbound widening is expected to extend into the first half of July.

    Spring Clean up

    The Lochbuie Spring Clean Up event is happening on May 19th and 20th from 8:00 am – 4:00 pm at the Lochbuie Waste Water Plant located at 1794 Weld County Rd 39. This is an exclusive event for Lochbuie residents only, and we encourage you to mark your calendars! 

    To participate, residents must pick up their vouchers from the Lochbuie Town Hall starting on April 10th. Remember to bring proof of residency, such as a utility bill or driver's license, to receive your voucher. Each household can receive up to 2 vouchers, and each voucher is good for 1 load. 

    Tornado Siren Testing

    The Town of Lochbuie is committed to ensuring the safety of its residents by conducting monthly tornado siren testing. The testing will begin on Wednesday, April 5 at 11 AM and will continue on the first Wednesday of each month. 

    Residents are encouraged to take note of the testing schedule and be prepared to respond appropriately in the event of an actual tornado warning. To receive important emergency notifications, residents are also encouraged to sign up for the CodeRED system by visiting www.weld911alert.com or calling 970-304-6570. 

    Recreation Center

    Residents of Lochbuie now have the opportunity to enjoy the recreational facilities of either Brighton Recreation Center or the Fort Lupton Recreation Center at a discounted resident price by purchasing an annual pass.

    2023 Fall Clean up

    The Lochbuie Spring Clean Up event is happening on October 6th and 7th from 8:00 am – 4:00 pm at the Lochbuie Waste Water Plant located at 1794 Weld County Rd 39. This is an exclusive event for Lochbuie residents only, and we encourage you to mark your calendars! 

    To participate, residents must pick up their vouchers from the Lochbuie Town Hall starting on September 5th. Remember to bring proof of residency, such as a utility bill or driver's license, to receive your voucher. Each household can receive up to 2 vouchers, and each voucher is good for 1 load.

    The Lochbuie Police Department is gearing up for the annual Trunk or Treat event. This essential maintenance work will involve jetting procedures set to begin in the first week of March. The process is planned to ensure thorough cleaning and maintenance, with an estimated completion time of a few weeks. We understand the importance of keeping our community informed and appreciate your patience and cooperation as we undertake these vital infrastructure improvements.

Vendors will need to bring their own tables, chairs, tents, and tent weights to set up in their 10x10 space. The Town of Lochbuie cannot provide electricity to any vendor. Vendors may begin setting up at 1:30pm on Saturday, September 21st. Vendor booths should be set up and ready to go by 3:30 pm and must remain open until 8:30 pm. Vendors will not have vehicle access to their booths between 3:30 PM - 8:30 PM.

    APRIL TORNADO TESTING

    The Town of Lochbuie is committed to ensuring the safety of its residents by conducting monthly tornado siren testing. The testing will begin on Wednesday, April 3 at 12 PM and will continue on the first Wednesday of each month. 

    Residents are encouraged to take note of the testing schedule and be prepared to respond appropriately in the event of an actual tornado warning.     One Size Does Not Fill: Who Determines Lochbuie's  Future?

     

    Lochbuie is a "statutory" Town, meaning its authority to act comes from statewide statutes written by state legislators.

    • Currently, Lochbuie is limited to looking to statewide statutes for authority to deal with local matters.
    • If no statute exists regarding a certain problem or issue, The Town's hands are tied. 
    • As Lochbuie has evolved, finding statutes that cover every local situation is becoming more difficult.
